I will arrive in Bordeaux from Montreal at 11:25 AM , train to Biarritz at 2:20 PM
Is there enough time ? Is the taxi a faster way to get to train station or Ican take the tram?

The tram takes about 45 minutes and leaves every 10 minutes. Unless there is any big delay in your flight arrival or you are not held in immigration and customs, tram will be fine. There is a non stop bus at irregular times every 30 - 45 minutes which they say takes 30 minutes. The only faster way otherwise is an expensive taxi ride.
Can I buy a ticket for the tram at the airport easily enough with cash or will I need one of those App things?
Cash (euros) or a credit card at the ticket machine at the tram stop.

The bus runs direct to Gare St Jean and costs €8. Service hours and frequencies are not as good as the trams. I am an old tight-fist so I take the tram.

Tram costs €1,90 takes about 45 minutes and you have to change trams at Porte Bourgogne. Trams run from 0500 every day until 2347 every day, with later journeys on Thursday, Friday and Saturday nights until 0047.
They run about every 10 minutes between 0630 and 2030, less often earlier and later.
