Which hotels have the rooftop lounges with the best views that are open to the public rather than just guests?

suenosdeMexico, thanks for the question! I spaced on that glorious tradition and I will need a rooftop too, albeit enclosed in glass windows. When I arrive it will be too cold to be on a terrace rooftop without a gas lamp burning..
