These are small properties provided by the Federal Austrian railways to their current or former employees, which are mostly used for gardening or for putting up a small weekend house.

In English they call such a spot "allotment garden" - it's basically thought for people living in the city that don't have a flat or house with their own garden.

You can find such places all over Austria close to railways, as the property belongs to the Austrian Railways but is not comercially used by them.
