You have a couple of options. First is to travel by train from Verona (Porta Nuova) to Rovereto which is the closest station to Riva. You can check train times etc. on the Trenitalia site.
From Rovereto you can travel by bus or taxi to Riva:
Or you can travel by bus from Verona to Riva but you will have to change buses in Garda en route.
Some of the buses travelling from Verona city to the lake will go via the airport.
A private transfer would cost in the region of €150.

We arrive in Verona at 4.30 pm, I think we'll go with your suggestion of travelling on by train to Rovereto as it seems relatively easy, then we'll decide to go on to Riva del Garda either by bus or taxi depending on the timetables. We recently had to travel by train to Genoa from Nice due to Italian air traffic control strike and that was quite a good journey. I don't think it's worth paying for a private transfer from Verona.
