I have a week off early May and am considering this area. I'm concerned if we're unlucky with the weather what we'll do with our toddler (who will be 21 months old then). All the activities appear outdoors. Any indoor suggestions?

If you are looking for indoor activities, you should consider La Rochelle or Pornic/ St Nazaire rather than les Sables d'Olonne. Tourism in Vendée is axed on beach activities or bicycle.
You can visit the german bunker.
During the morning, you have 2 big covered markets : Marché Arago et Les Halles Centrales.
You can visit also Notre-Dame Church
But bas weather are not common in May in this area, and, if it rains, it's often rain during a short period.
There is a lot to do in Les Sables d'olonne even when it is raining
in May you do not get much rain anyway but just in case you can go :

with wellies and a raincoat you can still go to the beach with a ball.
