End of March is the busiest week of the year, Semana Santa. As a result your chooces may be limited. Tamarindo, Nosara, Santa Teresa and Dominical are good choices for surfing. I left Jaco off the list as it’s the closest beach to San Jose & will be overrun with tourists that week. Snorkeling is not memorable anywhere we’ve tried in Costa Rica. Hiking opportunities are widespread, but you might enjoy a few days hiking in the cloudforest at Monteverde.

You might want to go through the Summary of Destinations: https:/… and weather/availability by months: https:/… .

In 2019, Easter will be on April 21. The wk before is the busiest / peak travel time in CR. You might be gone by then. But it is high season anyway.
