I understand Songram is between 13th to 19thApril.Is it good time to travel to Pattaya?What would be overall effect of Songram ?

If you mean Songkran ...then it is a busy time in Thailand.
Perhaps you need to do a search and inform your self a little better

Some like it, others hate it and escape to other countries to avoid.
If you want to stay dry that week Koh Samui, would be a better choice, this Songkran water throwing is only half a day, usually on the Saturday afternoon.
Only area that might be different is in the Chawang bar areas. Koh Phangan, about the same one day!... Not sure about Koh Toa, opps Tao! (joke with Khun Bill and me!!!)

In Pattaya it can last longer- you could still get wet on 16th.
19th is the biggest day in pattaya

This is not a spectator celebration! YOU will get wet! If your wallet or smart phone or camera is not protected by a plastic bag you will still get soaked! If your grandmother is with you she will probably get soaked too. If you have on fancy expensive shoes, fancy clothes on, figure they will get soaked too!
With experience I avoid most of the water tossing. Water can come at you from balconies and roofs too. Also some fools with backpack Super Soaker type squirters drench you while you could be ducking another celebrant tossing buckets of water from full barrels on the back of a truck.
Not all water is that clean. So turn your head and keep your mouth shut!
