Frankly, you can't do alot with this timeframe. However check my recommendation PS

Day 1 Yangon - Bagan

Thiripyitsayar Sakura Hotel is 5 star, large compound, kids can run about and play. Fabulous sunset.

You must fly to Bagan.

Day 2 Bagan

Visit temples. Local markets and alot of traditional souvenir shops.

Day 3 Bagan - Yangon

Flight to yangon in PM flight, Shwedagon Pagoda in the evening.

Day 4 Yangon

If you have full day time, can extend visits. Bogyoke market is best place to do shopping the most.

Myanmar is cultural-orientated, so wear with respect. Dec is no rain, just clear sky and easy to move.

I do recommend to hire a guide and assign a travel agency to arrange all the things this short notice.

Yangon is about two day is enough. If you want to have short trip outside Yangon, you can visit Bagan by air is ok, if you don't want to miss the most beautiful destination in Myanmar.

You can also visit to Golden Rock by private car from Yangon. It's good for short family trip.

Day 1, Yangon

Day 2, Yangon - Golden Rock

Day 3, Golden Rock - Bago - Yangon

Day 4, Yangon departure.

For shopping, Bogyoke Market in Yangon is the best.

To stay in Yangon, Savoy hotel, Chatrium Hotel, Sedona Hotel are a bit expensive but good for family vacation.

Myanmar is the cultural destination, so you have to wear decently when you visit to religious place. You will also have to visit pagoda everyday, so you should bring slipper (easy to take off when you visit religious site), cotton clothes (day time temperature is hot), skirts or pants which is longer than your knee, also kids need.

Since your kids are young, it will be an ideal to stick with big cities, they will not be enjoyed the as much as you do if you go outskirts of the city and they are vulnerable.

Rose Garden, summit park view hotels are few to suggest; they are in easy reachable distance to anywhere and have a huge lobby, opened space and big family room with reasonable price.

Shopping? Consult with hotel concierges, they will have updated info.

I assume that the OP is staying 4 days in Yangon.

one day exploring the center of the city

one day at Shwedagon and Kandawgyi Gardens

one day on the circle train getting off at a couple of stations to explore the neighbourhood.

Bagyoke market for shopping and the afternoon at the zoo for the children to enjoy

With three little kids in 4 days, I would suggest as below.

1. Arrival & evening Yangon

2. Morning Yangon, fly to Bagan

3. Full day in Bagan and PM flying back Yangon

4. back to Yangon, shopping until departure
