Yes they do, unless they qualify for the Visa Free Transit Scheme (maxminum stay 96 hours)

By rule, Indian nationals must have a pre-approved visa for entering Singapore, regardless of the duration of stay.

However, if you are in transit in Singapore and can produce boarding pass of your onward flight (i.e. outbound flight from Singapore) to the immigrations at Changi airport, they generally a visa for 24 hours to Indian passport holders.

@Vinod: I assume that the 48 hours that you intend to spend in Singapore is during transit to another country and that you will have the visa for your final destination or are eligible for visa-on-arrival in that country. If not, then you will not be issued a boarding pass by your airline at your point of departure in India. (The airline checkin staff will see your visa before issuing the boarding pass).
