i know you PMd me, but I'm giving the reply here as it is a question that does crop up from time to time on the Langkawi forum and I know CaptainEva might appreciate knowing the answer.
You asked if there was deep sea fishing available from Penang, as you were unable to do it from Langkawi, and the answer is yes. Recently Penang Anglers Association started providing 8 different fishing packages through 10 travel agencies on the island. There is no website you can book through.
The packages start with a half day fun fishing at RM190 (min 2 adults) with a BBQ lunch. A full day is RM249 but none of this will be deep sea fishing. Open/deep sea fishing is defined as including Grouper, Baramundi, Barracuda.
Deep sea fishing starts at RM539 (min 8 adults) for 2 days with 1 night on board the fishing boat.
There is a night trip starting at RM459 (min 8 adults), various camping and fishing trips right up to 3 days and 2 nights aboard a fishing boat (RM829)
The prices quoted are valid until the 31st December 2014. The small print suggests there may be a surcharge at school holiday, public holiday and festive seasons. Transport to and from the fishing boats appears not to included either.
Your problem about trying to do it from Langkawi is you're going to have to get to Penang the night before which will almost certainly involve a flight and hotel costs. You may even have to stay the night your trip returns if there is no available flight back. For the deep sea fishing you may get told the trip will go if sufficient other people book to bring it to the minimum number of 8, so it will depend on there being other holiday makers on Penang who like fishing. That is not a lot of use if you're having to make plans well in advance.
So you may decide the cost, plus the number of people needed for a trip to go out, makes it too expensive.
If you want to go ahead let me know and I will send you details of a couple of travel agents you can contact depending on whether you're going to stay in Georgetown, Batu Ferringhi or somewhere near the airport. None of the travel agents have any information on their websites about fishing trips so I suspect they do it all by phone. They do have email address so you can at least make contact. You need to make a deposit/full payment at the time of booking.
