You have posted in the forum for Costa de Sauipe which is not a location that readily allows for exploring the city of Salvador. I suggest choosing an accomodation in the city itself and then, if you want a few days at a more isolated beach, choosing a less touristy one than Sauipe. You really do not need to "book trips" (tours), but simply buy your transportaion (bus or air) and book accomodation (which I would do ahead, simply to know where you are going to sleep immediately on debarking. October is not so busy.).
For Salvador, you can take a look at the informational site www.bahia-online.net to begin to get an overview of the city and then come back here to ask specific questions.
For accomodations in general, please give a specific rate figure you have budgeted. Especially outside Rio, accomodations in pousadas can be very comfortable and much less expensive than you might imagine. At Iguacu, you could choose to splurge and stay within the park, allowing later access (After official closing) to that side of the park.
How much total time are you planning to spend, to allow us to suggest other destinations?
For airfares (Rio-Iguacu and Rio-Salvador), check GOL. Azul and Webjet are often even cheaper, but might have to be booked on arrival (need Brazilian ID to book online) or perhaps a travel agent can do this for you online.
