What is the weather like in November and where is the best place to observe monkeys?

In November we are moving out of the rainy season and into the dry season so in theory we will get rain but not as often as in Oct. The further in November you come, the less rain you will see....in theory.

Monkeys are kind of everywhere, you just need to look for them or go on tours in areas that are protected and thus, morel likelihood that they will be hanging out.

Read that we will be in neither el nino or el nina. How would this affect the weather this year? I myself am also looking to travel to Costa Rica the last week of november and the first of December.

It's really hard to say. The last 4 years had very little rain. We even went a few months with little or no rain during the rainy season. Last year it rained occasionally all the way into early Jan, but not that much. This year we have had more of a normal rainfall so far with a good afternoon or evening shower lasting from 15 minutes to a coupler hours about 2 to 4 times a week. It has rained most of the night 2 or 3 times a month since around May. My guess is that it should be a mix of sunny and cloudy but not much rain. The rains can come quick and hard, but normally don't last long. Late November is a good time of year...not to hot yet, everything is green and it's just starting to get into the busy season.

See costa-rica-guide.com/nature/… for Best places to see monkeys. We saw 3 types of 4 in CR - in S. Caribbean, and the 4th type (titi) - in Manuel Antonio/Quepos area. We also saw (and heard) howler monkeys and spider monkeys near Arenal volcano. (We had howler monkeys wake us up daily in Papagayo Bay, though this was a long ago trip.)

Agree with cpstaz495. I have heard that we just ended El Nino cycle which lasted about 7 years, bringing in less rain and that we are now in the transition to La Nina, bringing in more rain but the reality is that no one knows for sure LOL.
