Summer is very tolerable in Cedar City, it sits at about 6000 ft and is much cooler than the St George area. We go up to Cedar Breaks to escape the heat, it will be 75 at 10,000 ft, 85-90 at 6,000 ft and 105 at 3200 ft where I live!

Biggest swing I've seen was 68 at Cedar Breaks and 108 at my house, 40 degrees in a bit over an hour of driving.

And since there is very little humidity in Utah and Cedar City, the heat is more tolerable than the humid, damp heat of Florida.

You will have 4 seasons in Cedar City, Utah. They get snow in the winter.

Here's a link to info about Cedar City.

I don't know anything about Grants Pass, Oregon. So can't help you there.
