Check out Wet Dog Cafe by Pier 11. There are many great places to eat in Astoria, but not too many that are "lively." www.oldoregon.com :)

I'll cast a vote for Fort George Brewery + Public House. Very good beer, broad menu, live music some nights, spacious indoor seating and more outdoors (weather-dependent). Have been here a couple times and it always seems 'lively', both with locals and visitors. http://www.fortgeorgebrewery.com/

What time of year are you visiting? May-October on Sundays is the Astoria Sunday Market. It is very lively with live music and some great food from the vendors. :)
