Taxis on Samui won't use the meter. I much prefer to get the hotel to pick me up from the airport. They are there waiting for you with a drink and a cold towel. They look after your bags. Much better to pay a little bit extra after a flight so you arrive relaxed and in a good mood than to haggle with some clown in a taxi.
^ Except you don't haggle with transport out of the airport, it's all fixed price and not the usual Samui taxis, as JustAllie posted.
