It's not in the city centre but that's not a problem.
We walked there in the evening from the bus station, the area seems safe. However the hotel itself is old, dilapidated and stinky. The reception smells weird, our room was smelly too. The bed covers did not seem to have been washed recently. Perhaps the blankets were clean, I really do hope so. The walls, the bathroom had clear marks of wear and tear, and it's pretty clear from reviews that the owner doesn't care about it. The corridor leading to our room also looked pretty shabby.
I wouldn't recommend it if you have other options. We didn't feel like splurging on the other ones, all super expensive on Easter Friday. But the price we payed for that night was definitely too high.

The Luz hotel is a basic 3 star. The rooms are simple but you don't really need more. The bathroom is fine and the beds are huge. It is situated in a quiet part of town about a 5-10 minute walk from the centre. It is an excellent base to explore the near by bodegas. The underground car park is free which is a bonus. There is a cafe over the road which does cheaper coffee and breakfast than the hotel.

The hotel is actually quite hard to spot from the road due to its location in a residential street. The reception is very traditional, but the welcome was very friendly. As mentioned by other reviewers the hotel is a bit dated in decor, but the bed was comfortable and everything worked and the price was excellent. The breakfast buffet was comprehensive with everything you would expect plus plenty of chocolate pastries to start the day! Overall good value and a well located base to explore the area.

When we drove to the hotel we were shocked of the location, (bit of a residential high rise area), together with the very basic reception and bedroom area I did debate actually staying the night. The room had two ashtrays even though I requested non smoking. It was all a bit in need of a face lift except the bathroom which looked quite new. We didn't have breakfast. Parking was free and secure. I asked questions when booking and never received an answer.

Room Tip: Don't both, I didn't get what I requested!

We planned on staying here two nights with the idea if visiting a bodegas or two- we had experienced a really good tour of 3 chateaux with wine tasting and really first class meal in Bordeaux which was organised by the town hall and thought it would easy to arrange the same kind of thing in the Rioja area. It wasn't ! First we coincided with some kind of festival, not a wine festival and most of the bodegas were shut, of those that were open they were fully booked. I think the lesson learnt here is to book ahead and plan well. Oh and also the town hall in Haro is shut on Mondays ! Grrrr so we decided to stay only one night.
As far as the hotel was concerned it was so of ok- reasonable price- but the room was so hot and the air con didn't really do anything. Parking was secure and underground. We had lunch there and mine was actually rather good although husbands wasn't- the Pomal white Rioja was brilliant.
I agree with other comments that hotel looking rather tired but staff were nice.
