It is way crowded, 28E service has been suspended so do not follow the google map, 28 service is operational instead and does not stop on station as advised on google maps for 28E. Best way to get around if you are not a fan of climbing slopes.

Massive queues, which weren’t well managed. Team ride was fine, but hardly spectacular. Rude driver told us to get out without further instruction

We saw several 28 trams near Prata Street but what we didn't realise that it was on the 25 route so we went three stops and had to get off. We weren't the only ones. The driver told us where to go to catch the 28 but there was such a long que we decided to go to Belem instead.

Worth going on if your time is limited in Lisbon as it goes round all the little streets and gets clogged up with all the traffic, Really good way to get around the city but far better and FAR cheaper is just go on a service tram. Not during the peaks as it is standing room only but costs practically nothing and goes to the same places.

This is a good way to see Lisbon. You get on the 28 tram, which reminded me of a San Francisco cable car, and settle in for a ride through several neighborhoods and past many landmarks. Better than a hop on/ hop off bus, in my opinion, because locals are taking the tram and you're liable to interact with them while enjoying the scenery.
