I walked from the train station to the hotel in about 10 minutes. You walk through the main shopping area, pedestrian mall of Leoben. You will walk past a hotel which is closed . . don't freak out, the Kongress is next door. Bathrooms are new, the remainder of the room is charmingly older. I slept with the window open and it was quiet during the night. I don't believe there is A/C. Breakfast was very good and served in the hotel's cafe. The cafe was open the night I arrived, but empty of diners on a Friday night. A good local and oh-so-Austrian option is the Arkadenhof (back on the main square) the service is a bit cold, but the setting is very inviting.
