I really enjoyed my stay in this colonial-style little inn. The staff was friendly, as is typical of the population, but they seemed friendlier and a bit more knowledgeable than the staff at the second Phnom Penh place we stayed.
The rooms were comfortable and included all the necessary amenities:
A/C – remote controlled, cold, featured swinging arm and sleep mode (if you don’t want to run it all night).
In-Room Safe – large enough to fit my laptop along with other valuables. Not that I expect to be robbed, but I appreciate the peace of mind.
Mini-Fridge and 2 free bottles of water/day – Pretty much necessary given the hot and humid weather. Fridge isn’t as cold as I was used to in the states, even on the lowest setting. That said, stick the water into the mini-freezer and you can enjoy a brain-freeze later in the day.
Shower – Rainfall style shower with good pressure. Hot water is plentiful. The shower was separated by a partial wall and the area was sizable for at least 2 people to frolic there.
Hotel also has a small bar by the pool and a kitchen / eating area (I would not call it a full-fledged restaurant). Included breakfast was sufficient, if repetitive. Choice of eggs made your style, coffee, tea, some spreads for toast. Bar had a limited selection of drinks, but beer is fairly cheap. If you want cold beer, opt for the draft – as I mentioned, anything out of the fridge is not going to be that cold.
Location is great too – a short walk from the riverfront (if touristy bars and shops full of … well tourists is your dig) and a bunch of cafes / restaurants… yes, few “happy” pizza places too – no, I didn’t try any. It is also right next to the Silver Pagoda and the Royal Palace.
Overall, it’s a charming small place with friendly staff. If I find my way to Phnom Penh again, I will likely stay there.

Eureka Villas is a good choice if you are looking for good value accommodation in the center of Phnom Penh. The rooms are in reasonably good shape - beds were comfortable, and the bathrooms were fine, the only drawback being a shower without a curtain/floor dike but a minor thing really. Staff were helpful and courteous throughout. The pool is crammed in the front of the building but tastefully done and with the bar and restaurant overlooking it is a good setup for families. The included breakfasts were simple and good - choice of egg with bacon on the side or omelet, fruit plate, juice, coffee and toast. The rest of the drinks and minibar were very reasonably priced as well. The location can't be beat- 500 m from the royal palace and the riverside, and a short tuk tuk from pretty much anywhere. For the very reasonable price offered for this accommodation, this is a great choice. I've seen some of the other reviews but I think it is down to the expectations you set. If you want luxury, or a cool vibe go elsewhere. If you want comfortable good value accommodation which is family friendly and well located, choose this one.

Rooms were clean and shower was good. Beds ok. Handy location to 240 st shops. Staff ok. But it was ugly and run down. Overweight euro tourists, basic rooms, unappealing public areas. So many nicer options, choose somewhere else. In a bind, it is fine.

Been here several times now and Eureka never fails to please. Friendly staff, great service and always happy to help. Great breakfast included in the price. Central location in Phnom Penh close to the palace and national museum and not far to the waterfront.

Great location, awesome owner and good staff.
Prices at bar a little higher than outside the gate and food sufficiently average.
Rooms ok but expect 7am wake up call from jackhammers and construction next door. Pathetic.
Pool vibe comes with soundtrack of tuk tuk passing by.
Want to relax in this town? Go elsewhere. This place is cheap, cheerful and noisy.
