This is a very short hike down a gentle slope with only 1 switchback. Water is steady over the waterfall and you can continue hiking behind the falls and proceed to a overlook with a great view of lower Hedge Creek and Mount Shasta.
There used to be some confusion where the trailhead was but the city has done a great job in making it clearer for this most popular attraction. Both direction of I-5 now say "Hedge Creek falls" on the I 5 exit so you know which Dunsmuir Avenue exit to take. If by chance you are on a different Dunsmuir exit or are south of where you should be, simply proceed nothing on Dunsmuir as far north as you can, past Yaks, past the Cedar Lodge, past all homes until you reach the on ramp to I - 5. There should be a Castle Rock Spring Water works company on your left. Parking for the trail is across the street by a chain link fence and there are now signs posted so you know where to park. Cross the street to the signs and proceed to the falls.
