This memorial is definitely off the beaten path for most tours, so if you are just looking for NYC highlights, keep moving. Take the tram from 60th/2nd (you can use your MTA card) or the F train. Walk south to the tip of the island and learn a bit about Franklin D. Roosevelt, who was New York governor before he was the nation's longest-serving president. I visited in early November and the weather was crisp and sunny, providing panoramic views of Midtown East, including the United Nations and the classic skyscrapers (Empire State, WTC, Chrysler). The memorial is made of bright stone, so bring sun glasses if the weather is sunny. A small gift shop is available, as are ruins of an old asylum. Note to bicyclists who want to tour the island: Bikes aren't allowed inside the memorial, so bring a lock.
