The lighthouse is on a peninsula at the beginning of La Manga strip. There's a large car park and small beach bar type cabin near the entrance - you can't drive right up to the lighthouse (not sure why as the access road is tarmaced and there's plenty of parking around the base) but it's an easy walk. Not sure if the lighthouse is manned - I saw a car drive up and occupants unlock the door. However, it's not open to general visitors which is a shame as I suspect the views would be better than from around the base - there's not much to actually see other than views out to sea and along the main La Manga strip plus PADI divers practising from the small cove below. Personally I don't think it's worth making a detour here and the surrounding area of Cape Palos looks neglected and shabby.
